A Secure RTL Collaborative Platform in a Sovereign Tunisian Cloud
Challenge
As part of the national Pilot Program for Integrated Local Development (PDLI), supported by the European Union, Tunisia's Administrative Court undertook to modernize and digitize its processes and procedures.
The goal? To set up a collaborative platform and project management tools to :
Streamline information flow
Enhance communication
Facilitate teamwork
And centralize document management.
The solution had to be intuitive, high-performance and and tailored to the court’s specific needs, while also addressing a major challenge: supporting users who are largely unfamiliar with digital tools.
The project, which involves 400 users, is managed internally by the digital administration manager and a dedicated project manager.
Why eXo?
The Tunisian Administrative Court had clear requirements: a solution meeting all their functional needs, secure, hosted locally in a sovereign Tunisian cloud and fully available in RTL (Right-to-Left) language.
eXo Platform perfectly met these criteria. The platform provides a smooth, easy to use experience for Arabic-speaking users, and remains one of the most successful on the market today.
Based on open-source standards, eXo provides a high level of security, control over data flows and protection of personal data - an essential point for a public organization.
Finally, eXo's ability to support change was a decisive factor: the solution was chosen for its ergonomics, for the pedagogical approach proposed by its teams, and for their expertise in supporting users unfamiliar with digital tools.
We chose eXo for its flexibility, ease of use and compliance with the administrative Court's requirements, especially in terms of security, sovereignty and RTL language. The solution ticked all the boxes, and the support provided by the eXo teams enabled us to set up the project very smoothly.

The impact
Initially, the platform was set up and tested on an eXo server, pending final selection of the Tunisian sovereign cloud. It is now operational and will shortly be upgraded to version 7.0, providing an enhanced experience, thanks in particular to full RTL language support, including for document edition.
In terms of uses, the first stage concerned internal communication. Collaborative spaces have been created to enable teams to stay informed, share news and exchange information easily between colleagues - a real step forward in users' daily lives.
