Located in Seine-Saint-Denis, at the heart of the Île-de-France region, Clichy-sous-Bois has nearly 30,000 inhabitants and benefits from its strategic proximity to Paris and major economic hubs.
Multicultural and dynamic, the city is strongly forward-looking. More than 50% of its inhabitants are under 30 years old, and more than 100 nationalities live together daily.
Currently undergoing transformation, the city is part of the Île-de-France development dynamic, while maintaining a lifestyle close to nature.
Challenge
The city of Clichy-sous-Bois had an outdated intranet, both technically and functionally. The local authority wanted to deeply transform its digital tools by adopting a modern and intuitive digital workplace, deployed internally on its own servers.
The ambition is to improve the digital daily life of its 500 agents, including 200 without IT equipment, by simplifying access to information, encouraging interaction, and streamlining cross-functional exchanges.
The project aims to:
Strengthen internal communication, both top-down and interactive
Facilitate teamwork through project spaces and shared tools
Centralize key resources (HR, IT, communication, archives, etc.) in a single portal
In addition, the implementation of eXo leads to a comprehensive review of tool optimization within the local authority (account synchronization, authentication, SSO, email tool, etc.).

Open-source and hosted on premise, the solution fully meets GDPR requirements and the city's ambitions for digital independence. This positioning was decisive for the CIO Laurent Dilain, who is convinced of the advantages of open-source, both in terms of interoperability and control over the roadmap.

Beyond its sovereign aspect, eXo Platform won over with its versatility: the solution meets the needs of both an agentportal (unified access to services) and a collaborative intranet. It integrates the tools necessary for communication and collaboration into a single platform, while remaining focused on user experience.

The impact
The platform was set up gradually, in collaboration with employees. Today, key spaces are already structured, particularly those dedicated to human resources, communication, information systems, archives, and the Social Works Committee. Some of these, such as the “Information Systems” and “Institution” spaces (content from executive management), already have content.
The platform is thus beginning to fulfill its role as a central information hub, with the next step being the continued integration of content within the various business and thematic spaces.
Space templates have been created so that they can be deployed in due course. They will promote collaborative work within teams and between departments.
A recent management seminar marked an important milestone in the project's rollout. It gave participants a sneak preview of the platform, an opportunity to discuss how they would use it, choose the future home page, and suggest names for the platform.
