Deploying a Secure Collaborative Intranet to Accelerate Digital Transformation

Senegal’s Ministry of Finance and Budget (MFB) oversees strategic missions within the State’s central functions. It is responsible for preparing and executing finance laws, managing the national treasury, drafting and enforcing tax and customs legislation, and representing the State in legal matters.



Its main missions are structured around three major areas:



  • Managing public finances

  • Regulation, supervision, and monitoring of the financial sector

  • Monetary and financial representation and cooperation, particularly within subregional and international bodies.


In a context where there is an increasing modernization of public administrations, the MFB plays a leading role in the digitization of practices and the improvement of operational efficiency.

Challenge

The Senegalese Ministry of Finance and Budget wanted to equip itself with a modern, high-performing collaborative intranet to optimize its work processes, facilitate communication between its various entities, and improve project management.



With an initial subset of 500 employees working within the ministerial office, the solution had to meet several key objectives:



  • Centralize internal communication and simplify inter- and intra-departmental exchanges

  • Facilitate collaborative work through real-time document sharing and the development of cross-functional practices

  • Structure and manage projects through planning, task management, and improved coordination

  • Offer internal services and tools, accessible from a single, user-friendly interface

  • Provide a centralized access point to all of the department's business applications

  • To better coordinate initiatives and projects related to the minister's office

  • Support decision-making

  • Ensure secure access to sensitive data, in accordance with all applicable security standards

  • Provide access, in accordance with established rules, to subregional standards and data relating to public finances.


 

This pilot project is part of a broader initiative to strengthen interministerial collaboration and support the digital transformation of the Senegalese administration.

The impact

The project was rolled out in the spring, within a record time, thanks to the effective and smooth collaboration between the eXo and MFB teams, as well as the project management led by our local partner.

  • Installation of the platform on MFB’s private servers.


An out of the box configuration, perfectly tailored to the needs of the MFB.

  • Visual customization of the platform in line with the institutions graphic charter.

  • Dedicated training sessions:

    • for the administrators of the platform

    • for the facilitators responsible for animating/running collaborative spaces



  • User onboarding via their Active Directory, guaranteeing smooth and secure access.

  • Transfer of technical skills, to ensure the full autonomy for internal teams.


The platform is now deployed and used by 500 employees, who have quickly adopted it.
